Found a fix, make sure your mods are up to date. Go to the download mods tab then click update all. Terraria Community Forums
If your players are getting stuck at "Reload Complete," check your logs. If the server is hitting 100% CPU usage during the join phase, it cannot send packets to the client to confirm the load sequence. reload complete joining tmodloader
