The Bridge of Sound: Evaluating the SoundCloud Experience on macOS
Macs represent a smaller percentage of streaming time compared to phones. Furthermore, Apple’s strict ecosystem rules (particularly around background audio and offline caching) make developing a feature-parity desktop app expensive. SoundCloud has determined that the web version—accessible via Safari, Chrome, or Firefox—is "good enough" for most desktop users.
You cannot force quality via the link itself, but as a Go+ subscriber, all streams from any link will default to 256kbps AAC on the Mac web player as long as you are logged in.
